Sovereignty determines how capable public administration remains of taking action in times of change. It is evident in whether a government agency consciously chooses its technology or is driven by it. It is evident in structures that support change. And it is evident in every leader who makes decisions even when not all information is available.
That is precisely what this networking event on November 19, 2026, in Hamburg’s Speicherstadt is all about. We’re bringing together people from government, consulting, and technology who have hands-on experience with this topic.

Three perspectives on sovereignty
Sovereignty is often reduced to a matter of technology. We take a broader view and examine three perspectives that interact in everyday administrative practice anyway.
Digital means, for us, consciously shaping technology, securing data sovereignty, and gaining clarity. In other words, the question of what dependence on individual providers actually costs and what alternatives are realistic.
Organizational means shaping structures, managing change, and clarifying responsibilities. In other words, the question of why projects stall even though all stakeholders are pursuing the same goal.
Personal means developing an attitude, leading effectively, and remaining capable of taking action. In other words, the question of how you make decisions in unclear situations while keeping your team on board.
Perhaps you’re already familiar with our A12 AI Low Code Platform from one of our webinars or have learned about it through other channels. If so, you already have the technical perspective. This afternoon, we’ll take it a step further: How does data sovereignty translate into sustainable structures, and what does it mean for your own role? You’ll discuss these questions with people facing similar decisions. You’ll take away answers that go beyond the technical aspects.
What to expect at the networking event
Instead of a lecture-style presentation, we focus on genuine exchange and a positive approach to the topics. After a joint opening session, you’ll work in small, parallel workshops on the three perspectives. You’ll choose which session best fits your current questions.
The workshops address topics that many organizations are currently grappling with:
- How can complex projects be managed in a way that actually delivers results?
- Without a technical background, what do I need to know about open source and digital sovereignty to make sound decisions for my organization?
- How do I make confident decisions and leverage my network as a resource?
The groups are intentionally kept small. This ensures every participant has a chance to speak, and you’ll go home with insights that can be directly applied to your day-to-day work.
The afternoon will be led by women who have firsthand experience with public administration and its transformation—from government agencies as well as the consulting and technology sectors. Everyone interested in these questions is invited. We’ll announce the speakers for this afternoon in mid-September.
