Digital Sovereignty

The Federal Ministry for Digital Affairs and State Modernization (BMDS) has concluded the second round of consultations on the Deutschland-Stack. Following the initial launch in the fall of 2025, technology fields such as agent-based and generative artificial intelligence and virtualized infrastructures were further defined. The IT and digital sectors, academia, and civil society were invited to contribute their expertise. The response shows that the Deutschland-Stack is no longer an abstract strategy paper, but a project that is gaining momentum.

By joining, the internationally active software company headquartered in Munich is strengthening its commitment to a high-performing and digitally sovereign public administration. Together with other stakeholders from government and industry, mgm is working to sustainably enhance the state’s capacity to act through modern digital solutions.

As a member of the Open Source Business Alliance (OSBA), mgm supports the joint initiative of the European open source industry for digital sovereignty. We co-signed the Declaration of Digital Independence at the Summit on European Digital Sovereignty on 18 November 2025 in Berlin.

At the heart of the collaboration lies a shared goal: to build a sovereign and future-proof digital infrastructure rooted in European values – robust, secure, and independent.

In Germany, there are clear rules governing many areas of life, such as road construction, finance, and healthcare. In the digital world, however, such rules are largely absent, even though it has become the backbone of our society. These regulatory gaps lead to dependencies, barriers to innovation, and a loss of self-determination. That is why government commitment to digital sovereignty is needed.

Can the German administration become more independent of individual providers and thus more digitally sovereign through open source software (OSS)? This question was the focus of the "Behörden Spiegel"* web panel "Digital Sovereignty". mgm CEO Hamarz Mehmanesh gave the keynote speech. There was also a presentation of the planned Centre for Digital Sovereignty (ZenDiS) and a discussion round with representatives of the federal government, the state, local authorities and an open source trade association.
