The A12 Enterprise AI Low Code Platform will soon be available as open source. In close coordination between the Bavarian State Office for Taxation and mgm technology partners GmbH, the platform’s source code is being made publicly available. Starting with the next A12 release in May, it will be accessible on GitHub and openCode under the EUPL 1.2 license. This marks a milestone in the partners’ longstanding collaboration and represents a further contribution to digital sovereignty in Bavaria and Germany.
The digitalization of public administration requires flexible and secure software solutions — and the A12 Enterprise AI Low Code Platform is one of them. It has proven itself for years in security-critical and highly complex applications across public administration, serving among other things as the technological backbone of ELSTER, Germany’s central online tax portal used by millions of citizens and businesses nationwide. With A12 going open source, a platform developed from the real-world requirements of public administration and tested at scale becomes available for digitalization projects for the first time.
“By opening our A12 platform as open source, we are creating a new foundation for digital sovereignty in the public sector,” said Sergio Lerena, a member of mgm’s executive leadership who has guided the ELSTER project for many years. “With A12, we are providing a solution that has grown from within German administrative practice.”
Next Step Toward Digital Sovereignty
“By open-sourcing A12, the software underlying ELSTER, we are not only strengthening the digital sovereignty of the German tax administration — we are also promoting independence from commercial third-party systems across broader parts of German public administration. Proven, transparent, and freely accessible source code increases the efficiency of digitalization projects. This creates a future-ready, trustworthy foundation for digital administrative processes in Germany — well beyond the realm of taxation,” said Andreas Koch, Vice President & Head of IT at the Bavarian State Office for Taxation (BayLfSt).
