mgm supports international data verification: NOOTS experience report on UP21

With the National Once-Only Technical System (NOOTS), Germany is creating the technical basis for the secure, standardized exchange of administrative data across organizational and national borders. NOOTS implements the European once-only principle and enables authorities to retrieve evidence directly from the relevant agency when needed, instead of requesting it multiple times from citizens or companies. NOOTS thus makes a key contribution to digital sovereignty, reducing the burden on applicants and making administrative processes more efficient in the European context. In the official NOOTS experience report “Financial administration as a data consumer in international data exchange,” mgm is currently mentioned as a service provider in the context of the UP21 project.

The project demonstrated how evidence can be exchanged digitally and automatically between EU member states under the once-only principle—an important step toward modern, networked administration. The specific pilot case: A birth certificate from Austria can be conveniently accessed digitally via the online tax portal Mein ELSTER if the tax office requests it as proof after a tax return.

A strong signal and a strong partner: mgm contributes its expertise in complex administrative and integration projects – where technological feasibility, governance, and practical implementation come together. “We look forward to the next steps and to continuing on this path together with the Bavarian State Tax Office (BayLfSt), the Federal Ministry of Finance (BMF), and our partners,” says Sergio Lerena Robles, who, as a member of the mgm management team, is accompanying ELSTER, one of Germany’s largest digitization projects.
