Public administration faces a dilemma: how can effective digitalisation be implemented when resources and budgets are tight? At this year’s NEGZ Autumn Conference, we will show how this can be achieved – with proven methods for impact-oriented and coordinated management of digitalisation projects.

Practical laboratory portfolio management: from example to application

The practical laboratory is accompanied by two experienced experts who contribute many years of project experience and methodological know-how. Marcus Warnke has been working on organisational development projects and programmes in the private and public sectors for three decades. His focus is on IT organisations and cooperation between specialist departments and those responsible for digitalisation. He is joined by Katharina Schlia, Senior Consultant at mgm consulting partners, who specialises in methods for impact-oriented digitalisation. Together, they ensure that participants benefit from proven approaches and in-depth knowledge in a practical way.

The format not only imparts experience, but also allows participants to become active themselves.

  2. To kick things off, we will provide insights into how the state established statewide portfolio management and centrally controlled the OZG programme. We will discuss which success factors were decisive – and where the hurdles lay.
  3. Portfolio Studio: Decisions like in a real steering team
  4. Participants then take on the role of a state or local steering team.
  5. Using fictitious but realistic project proposals – from online building applications to digital parental allowance and IT security projects – they will develop a prioritised project portfolio based on clearly defined criteria.
  6. This will give them a tangible understanding of how strategic management works under real conditions.

Best practice in dialogue – video from the Zukunftskongress Staat & Verwaltung 2025

Another exciting insight into the current challenges and success factors of administrative digitisation is provided by a video from the Best Practice Dialogue at the Future Congress 2025 in Berlin, which was moderated by Markus Warnke. On the podium, Matthi Bolte-Richter (ITV.SH), Ernst Bürger (Ministry of Justice and Digitalisation of the State of Brandenburg), Hauke Rickertsen (Ministry of the Interior, Construction and Digitalisation of Mecklenburg-Western Pomerania) and Jörn Riedel (CIO Hamburg) discussed practical strategies for effective, cross-departmental digitisation projects.

The video impressively shows how different perspectives from federal states and local authorities come together to find ways to achieve sustainable administrative digitalisation.

Looking beyond state borders: Focus on Rhineland-Palatinate

While many OZG services are available nationwide as EfA services, state-specific services continue to pose particular challenges for the larger states. Using Rhineland-Palatinate as an example, Daniel Hoffmann, OZG state coordinator for Rhineland-Palatinate, shows how a framework structure for comprehensive end-to-end connectivity was established – a crucial step for sustainable digitalisation.

Marcus Warnke will accompany the discussion as co-moderator.
