From June 9-10, decision-makers from government, politics, and business will gather in Berlin to set the course for a digital Germany. As a long-standing partner of public administration, mgm will once again have its own booth this year. A12 Goes Open Source – A Milestone for Public Administration
At the end of May, mgm will release its A12 AI Low-Code Platform—which has proven itself in public administration, among other sectors—as open source. A12 is our platform for developing complex, form-based applications and has been successfully used for years in demanding administrative projects, such as ELSTER. By making it open source, we are creating transparency, strengthening the community, and enabling government agencies to operate their digital solutions independently and sustainably in the long term.
What does this mean in concrete terms?
• Greater transparency: The source code is openly accessible – fostering greater trust in the technology being used.
• Greater independence: No vendor lock-in risks. Government agencies retain full control over their software infrastructure.

At the Future Forum: Digital Sovereignty as a Strategic Task
One of the most pressing topics at this year’s congress is digital sovereignty. After all, those who do not control their own digital infrastructure lose their ability to act in the long term. This applies to companies as well as to states and their administrations.
Our managing director will speak on this topic as part of Future Forum II.I.3, “Implementing Digital Sovereignty – Concrete Applications and Solutions for Public Administration.” He will offer the perspective of a technology partner that has been working closely with public administration for decades: What does it take for Germany and Europe to achieve technological sovereignty? What role do open-source solutions play in this? And how can administrations set the right course today?

Best Practice Dialogue: The End of Fragmented Specialized Process Logic?
The Deutschland-Stack promises uniform infrastructures and interfaces, common data management standards, and centralized platforms. Sounds good—but what does this mean in concrete terms for IT managers in the states and municipalities?
The questions are pressing: Do we need to say goodbye to individual specialized procedures as a central building block of administrative digitization? How can states use the D-Stack to refine their procurement strategies and project portfolios? And what will happen to the established ecosystem of municipal IT solutions—how does the D-Stack relate to the EfA principle?
In our Best Practice Dialogue, state CIOs, representatives of municipal IT associations, and experts from the field will discuss how they are addressing these challenges. Special attention will be given to the KONSENS tax administration network—which may already be showing where the journey is headed.
