mgm technology partners and IONOS CLOUD are joining forces for the public sector. The strategic partnership combines A12 specialized applications with IONOS CLOUD’s sovereign cloud infrastructure – both German providers with no dependencies outside Europe. The goal is the “A12 Public Sector Platform” as a jointly marketed end-to-end offering for sovereign public sector digitalization. The entry point is a hosted A12 AI Low Code development environment on IONOS Cloud. The first production applications are planned for late 2026.

Cloud resources and the application platform are aligned from the ground up and sourced from German providers, enabling public authorities to procure and use them from a single source. Key components of the A12 platform have been released under the open source license EUPL 1.2; procurement without a tendering requirement is planned as a DVC-compliant service via the Deutschland Digital marketplace (MDD).

Why Digital Sovereignty Often Falls Short

In procurement processes, sovereignty is often not thoroughly thought through: authorities award infrastructure and specialized applications as separate contracts. If the supply chain breaks at any point – for instance because the cloud infrastructure is subject to foreign law or the software is proprietary – the authority loses the control it sought. “Public authorities don’t need abstract platform promises – they need ready-to-use specialized applications that can be quickly adapted and reused. That is exactly what A12 delivers: model-based development that makes complex processes manageable and can be rapidly deployed and operated on an infrastructure that doesn’t just promise digital sovereignty, but consistently ensures it,” said Hamarz Mehmanesh, CEO of mgm technology partners.

A12 Public Sector Platform: Tailored for Government

At the heart of the mgm and IONOS CLOUD collaboration is the A12 Public Sector Platform (A12 PSP), an end-to-end digitalization offering for the public sector – built on A12. The platform bundles the components and interfaces that government authorities regularly need, such as BundID, FIT-Connect, or NOOTS, and connects new or existing specialized applications, base services, and registers via open standards without replacing them. Existing systems remain in operation. The first production applications are planned for late 2026.

For government authorities, this means shorter paths from procurement to a running specialized application and clear lines of accountability. Full compatibility with the Deutschland-Stack and the Deutsche Verwaltungscloud is maintained throughout, where Low Code and process automation are already envisioned as building blocks.

The groundwork has been done: in May 2026, mgm published key components of the A12 AI Low Code Platform on openCode. A12 serves, for example, as the technical backbone of ELSTER, is replacing more than 100 Microsoft Access-based specialized applications in Schleswig-Holstein, and provides the nationwide foundation for the OZG portal of the German tax advisors’ chambers.

First Milestone: Hosted Low Code Development Environment

The entry point is a hosted Low Code development and test environment based on A12, operated on IONOS Cloud. Government authorities can model and test their specialized applications there, then transition them to production – optionally without building their own infrastructure and without changing technology. The platform is ISO 27001 certified, operated on the basis of BSI IT-Grundschutz, and holds a BSI C5 attestation.

“Digital sovereignty – especially in the public sector – must be demonstrable at every level: through certifications, open standards, and transparent processes. IONOS CLOUD delivers exactly that. Combined with A12 Low Code and the A12 Public Sector Platform, authorities receive functionality and control from a single source,” explained Claudio Serrano, Global Senior Vice President Cloud Sales at IONOS CLOUD.

Next Steps

mgm and IONOS CLOUD are expanding their collaboration through shared reference and pilot projects. An operating platform for the Deutsche Verwaltungscloud (DVC) is currently being built on IONOS Cloud, and mgm is already exploring participation in the Friendly User Test. Once the A12 Public Sector Platform is approved as a DVC-compliant service, it will be available for procurement via the Deutschland Digital marketplace. Additional joint initiatives are in preparation, including work on AI-assisted software development.
