ESACA: mgm and Fsas Technologies Launch Cooperation for Sovereign AI-Powered Software Development

On May 11, 2026, mgm technology partners and Fsas Technologies – a Fujitsu subsidiary – officially sealed the ESACA cooperation at mgm’s headquarters in Munich. ESACA stands for “European Sovereign Agentic Coding Appliance” and is an on-premise solution that enables AI-powered programming even in environments where code and data must not leave the organization’s own data center, such as public administration and critical infrastructure. ESACA is currently in the pilot phase and will be production-ready later this year.

A Sovereign Alternative to Cloud-Based Coding Tools

Cloud-based AI coding tools are revolutionizing software development. However, they cannot be used in many security-critical projects because processing code on third-party infrastructure is prohibited. In addition, server locations must be in Germany or the EU, and any use of AI must be auditable. On top of that, costs of up to 3,000 euros per developer per month are often unsustainable in public-sector projects. Jochen Riedisser, Chief Data Officer (CDO) at Fsas Technologies, emphasizes: “Sovereignty is not a feature – it is an architectural decision.” David Iwaniuk, Head of Public Sector Germany at Fsas Technologies, adds: “Especially in the public sector, AI needs a foundation of trust, auditability, and digital sovereignty. That is exactly what we are working on together.”

Three Phases for Controllable AI Coding

ESACA addresses these challenges with a three-phase approach:

  1. In the first phase, “Smart Context,” developers purposefully prepare the context for the AI.
  2. In the second phase, “Agentic Execution,” the AI agent carries out the programming work in controllable incremental steps.
  3. In the third phase, “Deterministic Validation,” every result undergoes deterministic verification. This way, even smaller, locally operated models deliver reliable results – with full auditability and without loss of control.

The value of ESACA rests on four pillars:

  • Full data sovereignty – without dependence on US cloud providers, with complete GDPR compliance
  • Governance and compliance – with audit trails in preparation for the requirements of the EU AI Act
  • Integrated enterprise approach – agentic coding, context builder, and validation under one roof
  • Cost control through flexible model selection – cloud and local open-source models can be combined depending on the level of protection required.

The cooperation is built on a partnership that dates back to 1994.
