The 2026 WIN Awards mark the tenth edition of the award, and our Head of QA, Lilia Gargouri, is part of it. She has been nominated in the “Women in eGovernment” category as Team Leader. Presented jointly by the Women’s IT Network (WIN) and Vogel IT-Medien, the award recognizes women in IT, the public sector, and healthcare who deliver outstanding results in their field. Since 2017, more than 1,000 women have been nominated and 261 have been celebrated as IT Women of the Year, chosen by public vote.
The winners are announced each year at the FIT Congress, WIN’s annual flagship event, where IT leaders, specialists, and rising talent come together to shape digital transformation. Topics range from AI and IT security to digital sovereignty and leadership.
Who is Lilia Gargouri?
Lilia stands for sustainable, scalable, and efficient quality assurance in complex eGovernment projects. She is committed to accessibility, trains career changers, and passionately advocates for greater visibility and equal opportunities for women in IT. As the inventor of a model-based, low-code test automation tool, she has significantly simplified and accelerated quality assurance in critical eGovernment projects. As ISTQB® Glossary Chair and member of the German Testing Board (GTB), she actively drives the development of industry quality standards.

Lilia holds a degree in computer science from the Technical University of Braunschweig and brings 15 years of experience as a Senior Software Developer and 12 years as a Senior Quality Engineer to her role as Head of QA at mgm technology partners. When asked about her approach to leadership, she sums it up simply: “To me, leadership means empowering people to make an impact.”
